Pennsylvania Office of Long Term Living (OLTL) Program


Public Partnerships is pleased to provide Vendor/ Fiscal Employer Agent (VF/EA) Financial Management Services (FMS) for participants and families served by the Pennsylvania Department of Public Welfare Office of Long-Term Living (OLTL). OLTL serves approximately 22,000 individuals statewide in five waivers and one state funded program:


  • Aging Waiver
  • Attendant Care Act 150 Program
  • Attendant Care Waiver
  • CommCare Waiver
  • Independence Waiver
  • OBRA Waiver

Participants Can:

  • Work with a service coordinator to develop an ISP based on unique needs and goals that are identified
  • Employ their own direct care workers
  • Purchase approved participant directed goods and services
  • Monitor spending on a real time 24/7 basis utilizing PPL’s Web Portal online
  • Use electronic timesheet submission through PPL’s Web Portal

PPL Services:

  •  Process payments to direct care workers, service providers, and vendors for work performed or goods purchased on behalf of participants
  • Withhold, deposit, and file payroll taxes for direct care workers
  • Handle all year-end common law employer tax requirements
  • Provide spending reports to participants on a monthly basis
  • Customer Service
  • Real Time Electronic Reporting
