Public Partnerships / PPL is NOT an employer of care/support providers.
We support Medicaid eligible individuals with disabilities or chronic illnesses and aging adults, to remain in their homes and communities while “self” directing their own long-term home care.
Our role is to assist self-directing program participants prepare to be and perform the role of your employer. We help them check your background, hire and pay you for your support. We also assist them paying for services such as daily transportation and home modifications. The amount they can spend on your support and their services is based on a personalized needs budget set by the state or managed care health organization running their Medicaid program.
PPL does not set budgets for individuals self-directing program participants.
PPL can help connect you with individuals and families looking for care and support. Click here (take them for now to MyChoice4Care or Care.com)

Electronic Visit Verification (EVV) is required by the 21st Century Cures Act passed in December 2016 for all Home and Community Based Services (HCBS) programs, which includes almost all of our programs (full list here). This federally mandated law was passed to ensure vital Medicaid funds go to the most in need and are not wasted or fraudulently obtained. Different states are at different stages of adoption, meaning some programs already require this but other programs don’t yet.
PPL has over 20 years-experience in managing self-directed programs. If your state is requiring EVV adoption, PPL designed a tailor-made app for you to easily comply with the requirements of the Cures Act.
Our goal is to allow you to report your location and the time of clock in and clock out. That is the only point in time the app tracks your location. Period.
